This legislation establishes a Veterans Scam and Fraud Evasion Officer within the Department of Veterans Affairs (VA) to combat fraud and scams targeting veterans. The officer will serve as a central point of contact, responsible for developing and implementing strategies for fraud prevention, reporting, and incident response across the Department. Key responsibilities include providing comprehensive communication to VA employees and veterans regarding scam incidents, establishing consistent guidance on identifying and avoiding fraud attempts, and promoting resources like the VSAFE Fraud Hotline. The officer will also develop methods to monitor fraud metrics, enabling advanced data analytics and proactive identification of scam trends. Furthermore, the officer is tasked with coordinating extensively with the VA Inspector General and numerous other federal agencies, such as the Department of Justice and the Consumer Financial Protection Bureau, to foster a "whole-of-Government view" on fraud prevention. This coordination aims to identify proper reporting avenues for veterans and opportunities for interagency collaboration, alongside consulting with veterans service organizations and state, local, and tribal governments. The bill also extends certain limits on pension payments from November 30, 2031, to January 30, 2032.
