This bill amends the Grand Ronde Reservation Act to address the hunting, fishing, trapping, and animal gathering rights of the Confederated Tribes of the Grand Ronde Community. It specifies that the current 1986 Grand Ronde Hunting and Fishing Agreement will continue unless replaced or modified by new government-to-government agreements between the Tribes and the State of Oregon. These successor agreements are explicitly prohibited from affecting the ancestral, aboriginal, treaty, or other applicable rights of the Grand Ronde Tribes or any other Indian Tribe. A significant provision states that any hunting, fishing, trapping, and animal gathering rights established in future agreements must derive solely from the authority of the State of Oregon . The legislation also permits judicial review of the 1987 Consent Decree, allowing the District Court to re-examine its merits without certain legal defenses.
