The bill, titled the "Veterans National Traumatic Brain Injury Treatment Act," mandates the Secretary of Veterans Affairs to implement a pilot program. This program will furnish hyperbaric oxygen therapy (HBOT) to veterans diagnosed with traumatic brain injury (TBI) or post-traumatic stress disorder (PTSD) . The pilot is designed to run for three years from its enactment date. The Secretary must select two Veterans Integrated Service Networks (VISNs) to host the program. Facilities providing HBOT under this pilot must be accredited by recognized bodies such as the Joint Commission on Accreditation of Hospital Organizations or the Undersea and Hyperbaric Medical Society. Funding for the HBOT treatments will come exclusively from a dedicated "VA HBOT Fund," which is sustained solely by donations . Furthermore, the bill requires the Comptroller General of the United States to submit an updated report within one year. This report will assess clinical trials on HBOT for TBI and PTSD conducted by the VA, Department of Defense, and private entities since a previous GAO report. The legislation also includes a provision to extend certain limits on veterans' pension payments from November 30, 2031, to October 30, 2034 .
