This bill amends the Farm Credit Act of 1971 to expand the authority of Farm Credit System institutions, including Farm Credit Banks and direct lender associations. It allows them to provide financial and technical assistance for essential community facilities in rural areas, supporting projects for healthcare, education, child care, and public safety. Only projects and entities eligible under section 306(a) of the Consolidated Farm and Rural Development Act qualify for this assistance. The bill limits an institution's aggregate financing under this authority to 15 percent of its total outstanding loans and requires offering an interest in the financing to other domestic lenders, prioritizing rural community banks . The Farm Credit Administration must submit an annual report to Congress on these activities, including partnerships, and post it online, with the amendment taking effect on October 1, 2025.
