This bill, titled the "Stop Human Trafficking of Unaccompanied Migrant Children Act of 2025," aims to establish rigorous vetting standards for the placement of unaccompanied alien children (UACs) with sponsors. Before a UAC can be released, prospective sponsors and all adults aged 18 or older in their household must undergo a comprehensive vetting process. This process includes a fingerprint background check , public records check, National Sex Offender Registry check, FBI National Criminal History check, State Child Abuse and Neglect check, and State and local criminal history checks. The vetting must satisfy the Secretary of Health and Human Services and the relevant State children and family services agency, in consultation with the Attorney General and Secretary of Homeland Security. The bill also restricts placement, prohibiting the release of a UAC to a sponsor who is an alien unlawfully present in the United States, unless that individual is a biological parent, legal guardian, or relative of the child. To enhance oversight, a pre-release home visit is mandated for all proposed placements. Following a child's release, the Secretary of Health and Human Services must conduct extensive post-release monitoring visits , including at least five unannounced in-person home visits during the first year and quarterly visits in the subsequent year. Furthermore, the legislation requires immediate retroactive vetting for all sponsors who have received UACs since January 20, 2021. The bill also mandates monthly reports to Congress detailing UAC encounters, releases, sponsor vetting progress, home visit completions, and efforts to account for missing children or those for whom no record exists since their release.
