HOPE for HOMES Act of 2020 This bill directs the Department of Energy to establish (1) criteria for a HOPE Qualification for contractors to advance their capabilities to efficiently retrofit homes, including a list of courses that meet the criteria and information on how individuals and entities may apply for grants to achieve such qualification; and (2) a Home Energy Savings Retrofit Rebate Program to provide rebates for homeowners to invest in energy efficiency improvements.
Referred to the Committee on Energy and Commerce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
