Shutdown Fairness Act of 2019 This bill states that with respect to a lapse in appropriations beginning on December 22, 2018, an individual who is excepted from furlough (i.e., required to work without pay during the lapse in appropriations) and paid unemployment compensation on the basis of federal service is deemed eligible for that unemployment compensation.
