Performance-Based Building Act of 2018 This bill requires the General Services Administration (GSA) and the Department of Veterans Affairs (VA) to develop a pilot program under which the GSA may enter into agreements with non-government entities to ground-lease, finance, and execute improvements to identified VA facilities. Under the program, the GSA will leaseback the facility from the non-government entity for use by the VA, and the facility shall be operated and maintained by the non-government entity.
