To direct the Secretary of Veterans Affairs to carry out a pilot program under which the Secretary shall enter into agreements for the construction, renovation, improvement, and lease of facilities in order to address the deferred capital backlog of the Department of Veterans Affairs, and for other purposes.

Summary
Performance-Based Building Act of 2018 This bill requires the Department of Veterans Affairs (VA) and the General Services Administration (GSA) to develop a pilot program under which the VA may enter into agreements with non-government entities to ground-lease, finance, and execute improvements to identified VA facilities. Under the program, the VA shall lease the facility from the non-government entity, and the facility shall be operated and maintained by the non-government entity.
