This Senate Resolution calls upon the President to actively pursue a world free of nuclear weapons, deeming it a national security imperative. It urges the President to lead a comprehensive global effort aimed at halting and reversing the nuclear arms race and preventing nuclear war. To achieve these goals, the resolution directs the President to engage in good faith negotiations with the other eight nuclear-armed countries to halt further arsenal buildup and aggressively pursue verifiable agreements for reduction and elimination. Specifically, it calls for new arms control and disarmament arrangements with the Russian Federation and mutual risk reduction measures with the People's Republic of China. Furthermore, the resolution advocates for leading efforts to have all nuclear-armed countries renounce the option of using nuclear weapons first and implementing effective checks and balances on the President's sole authority to order nuclear use. It also seeks to end the Cold War-era "hair-trigger alert" posture, which increases the risk of miscalculation, and to cease plans for producing and deploying new nuclear warheads and delivery systems, thereby reducing taxpayer burden. The resolution also emphasizes maintaining the de facto global moratorium on nuclear explosive testing. It mandates protecting communities and workers affected by nuclear weapons through full remediation of environmental contamination, and providing health monitoring, compensation, and medical care, including an expanded Radiation Exposure Compensation Act program. Finally, it calls for actively planning a just economic transition for the civilian and military workforce involved in nuclear weapons and for communities economically dependent on nuclear facilities.
