It highlights the establishment of the nationwide "One Call"/811 program , a toll-free number designated by the Federal Communications Commission for homeowners and excavators to obtain information on underground utility lines. Despite this program, "no notification to the 811 center" remains the leading cause of damage, contributing to 26 percent of incidents, with landscaping being a top activity for professional no-notification damages. The Senate encourages all homeowners and excavators across the United States to contact 811 by phone or online before commencing any digging projects. Furthermore, it urges all damage prevention stakeholders to actively educate the public about the critical importance of contacting 811 to have buried utilities marked, thereby promoting safer excavation practices.
