This joint resolution proposes a constitutional amendment to establish term limits for Members of Congress. The amendment would restrict individuals from serving more than six two-year terms as a Representative and no more than two six-year terms as a Senator, effectively limiting service in each chamber to a maximum of 12 years. For calculation purposes, serving more than one year of a Representative's term or more than three years of a Senator's term would be considered a complete term. This proposed amendment would apply prospectively, meaning it would not affect any person who served as a Representative or Senator during any Congress occurring before the One Hundred Eighteenth Congress .
