This title also defines emergency legislation, requiring a two-thirds vote for its designation and exempting it from specific budget enforcement rules, provided it meets strict criteria such as being necessary, sudden, urgent, unforeseen, and temporary. New points of order are created against legislation that would exceed established budget allocations or aggregates, or that appropriates amounts within more than three suballocations.

The resolution also requires the Comptroller General to identify potential duplication or overlap in federal programs created by new legislation, with this information to be included in Congressional Budget Office cost estimates. Additionally, CBO cost estimates must now specify the percentage of estimated cost within each budget function. The resolution includes a Sense of the Senate regarding the treatment of legislation that reduces appropriations levels to achieve savings, clarifying its impact on reconciliation bills. It also prohibits preemptive waivers of budget points of order, ensuring that such waivers are only considered after a specific point of order has been raised. These provisions are adopted as an exercise of the Senate's rulemaking power, aiming to strengthen fiscal discipline and transparency.
