The "Alleviating Spaceport Traffic by Rewarding Operators Act of 2025" establishes an intermodal transportation infrastructure pilot program. This program authorizes the Secretary of Transportation to issue grants to operators of launch and reentry sites for projects to construct, repair, maintain, or improve transportation infrastructure and facilities at these locations. Operators must apply, demonstrate the project's permitted use, and agree to maintain records to qualify. Annual grants are calculated based on the previous fiscal year's operations: $250,000 for each licensed launch or reentry operation $100,000 for each permitted launch or reentry operation . Each operator's annual grant is capped at $2,500,000 , with specific provisions for sites adjacent to Federal launch ranges. Permitted uses include infrastructure at or adjacent to the site that directly supports transportation safety or "covered transportation activities," encompassing various modes of transport for people or property. The bill further introduces supplemental grants to incentivize non-federal investment. If a qualified entity (state, local, tribal government, or private sector) provides matching funds equal to or greater than the initial grant, the operator can receive an additional 25% of that grant; if matching funds are at least twice the initial grant, the supplemental grant increases to 50%. While these supplemental grants are not subject to the $2,500,000 individual cap, the total annual funding for the entire pilot program is limited to $20,000,000 , with supplemental grants reduced first if this cap is exceeded, and the program is scheduled to sunset on October 1, 2030.
