This bill directs the Secretary of Agriculture to conduct an annual assessment of the United States' reliance on critical agricultural products and inputs sourced from the People's Republic of China. The primary goal is to identify vulnerabilities that could arise if China were to weaponize these dependencies, posing a risk to American agricultural security. This assessment must be submitted to the relevant agriculture committees in both the Senate and the House of Representatives. Each annual report must detail the current domestic production capacity for specified critical inputs, such as fertilizers, feed components, and agricultural machinery, and pinpoint potential supply chain bottlenecks that China could exploit. Furthermore, the Secretary, in consultation with other agencies, is required to provide recommendations to reduce this dependency, including strategies to mitigate threats and propose legislative or regulatory actions to encourage onshore or nearshore production. The collection of information for these assessments will be on a voluntary basis from private entities, ensuring data is used only in aggregate form and that confidential business information remains protected.
