This legislation mandates the Assistant Secretary for Mental Health and Substance Use, in consultation with the Secretary of Education, to establish a pilot program. This program will offer competitive awards to eligible entities, such as states, territories, and Indian Tribes, to support evidence-based mental health peer support activities for students enrolled in secondary schools. Awarded funds can be utilized to implement these activities, including providing training to students and adult supervisors to enhance early identification, response, and recovery supports for mental health and substance use challenges, while also promoting resiliency. A critical requirement is that all mental health peer support activities must be overseen by a school-based mental health professional , and student records are protected under FERPA.
