This bill, titled the "Protection of Women and Girls in Sports Act of 2025," amends Section 901 of the Education Amendments of 1972, commonly known as Title IX. Its primary purpose is to establish a specific definition of sex for determining compliance with Title IX in athletic programs and activities. Under this amendment, sex would be recognized solely based on a person's reproductive biology and genetics at birth . Consequently, it would be a violation of Title IX for any recipient of federal funds operating athletic programs to permit a person whose sex is male to participate in programs or activities designated for women or girls.
