Family Building FEHB Fairness Act

This bill aims to significantly expand access to fertility treatment for federal employees by mandating its inclusion in the Federal Employees Health Benefits (FEHB) program. It amends title 5, United States Code, to explicitly list "Fertility treatment benefits" as a covered service under the program. The legislation provides a comprehensive definition of "fertility treatment," encompassing a wide range of services. These include preservation of human oocytes, sperm, or embryos , various forms of artificial insemination , and assisted reproductive technology (ART) such as in vitro fertilization (IVF) when clinically appropriate. Additionally, the definition covers genetic testing of embryos , fertility medications , and gamete donation , with the Office of Personnel Management (OPM) having the authority to include other related services. The provisions of this Act are set to take effect one year after its enactment, ensuring a transition period for implementation.
