This bill mandates the Assistant Secretary of Commerce for Communications and Information to conduct a comprehensive audit of all electromagnetic spectrum assigned or allocated to Federal entities. Within 18 months of enactment, the Assistant Secretary, in consultation with Federal entities, must identify each spectrum band used, its specific purpose, the amount utilized, and the geographic area of its assignment. The audit report, submitted to Congress, will also detail whether spectrum is used exclusively or shared , and crucially, identify any unused portions . This report will be unclassified, with the option for a classified annex, and coordination with the Department of Transportation is required to prevent duplication of existing spectrum audits.
