This bill amends the Consolidated Farm and Rural Development Act to provide additional financial support for rural water, wastewater, and waste disposal systems. It authorizes the Secretary to offer new forms of aid to eligible entities, including grants and low-interest loans , and to modify, forgive, or refinance existing loans. These measures are intended to help systems maintain public health, safety, and order, and to address financial hardships for entities in disadvantaged or economically distressed areas . To qualify for hardship assistance, the Secretary must establish criteria, such as a residential indicator for affordable water services and factors defining distressed areas.
