This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to incentivize States, Indian Tribes, and Territories to efficiently close disaster recovery projects. It authorizes the use of "excess funds for management costs," defined as the difference between authorized and expended management costs for a specific grant award upon its closure, which the President may make available to grantees or subgrantees for five years. These repurposed funds can be used for building capacity to prepare for, recover from, or mitigate the impacts of future major disasters or emergencies. They can also cover management costs associated with any other major disaster, emergency, or authorized mitigation activity. The amendments apply to declarations and funding made on or after the Act's enactment. Additionally, the bill mandates a GAO study within 180 days to assess the appropriateness of management cost set-aside amounts and analyze historical management costs, their use, and project durations. No additional appropriations are authorized to implement these changes.
