This legislation amends the Immigration and Nationality Act to establish new grounds for inadmissibility and ineligibility for immigration benefits for individuals involved in the October 2023 attacks against Israel. Specifically, it makes any alien who carried out, participated in, planned, financed, supported, or otherwise facilitated these attacks inadmissible to the United States. The bill expands existing provisions related to terrorist organizations, explicitly naming Palestinian Islamic Jihad or Hamas and including "senior members" in the scope of those denied entry. Furthermore, it ensures that aliens identified under these new criteria are ineligible for any form of relief under U.S. immigration laws, including asylum or withholding of removal. The Secretary of Homeland Security is also mandated to submit annual reports to Congress detailing the number of aliens found inadmissible or removable under these provisions.
