Protecting American Agriculture from Foreign Adversaries Act of 2025

This bill amends the Defense Production Act of 1950 to bolster the national security review process for foreign investments in the United States agricultural sector. A key provision is the inclusion of the Secretary of Agriculture as a member of the Committee on Foreign Investment in the United States (CFIUS) for any covered transaction involving agricultural land , agriculture biotechnology, or the broader agriculture industry, including transportation, storage, and processing. Furthermore, the legislation mandates that CFIUS consider certain reportable agricultural land transactions . Specifically, upon notification from the Secretary of Agriculture, CFIUS must determine if a transaction involving the acquisition of agricultural land by a foreign person from a covered country (China, North Korea, Russia, or Iran) is a covered transaction and warrants a review. These requirements are designed to protect American agriculture from potential foreign adversary influence and will terminate for a country once it is removed from the list of foreign adversaries.
