This legislation, known as the Safer Shrimp Imports Act, amends the Federal Food, Drug, and Cosmetic Act to enhance the safety of imported shrimp. It directs the Secretary of Health and Human Services to pursue arrangements and agreements with foreign governments whose facilities manufacture, process, pack, or hold shrimp destined for consumption in the United States. Beginning one year after enactment, shrimp will be denied entry into the U.S. if it originates from a country that has not established such an agreement or whose food inspection system does not meet specific criteria. These criteria mandate that the foreign food inspection system be equivalent to the Food and Drug Administration's system for shrimp , ensuring adequate staffing for uniform enforcement and robust regulations covering shrimp raising and transportation. Furthermore, shrimp imported from non-compliant countries will be deemed adulterated under the Act. The Secretary is also required to submit annual reports to Congress detailing the implementation of these new provisions.
