This legislation aims to improve how Federal agencies conduct retrospective reviews of existing regulations. Within 180 days of enactment, the Director of the Office of Management and Budget must report to Congress on the progress of making agency regulations available in a machine-readable format . This report will assess public accessibility and the official recognition of the eCFR as an official legal edition of the Code of Federal Regulations. Additionally, within 18 months, the Director of OMB will issue guidance on how agencies can leverage technology, including algorithmic tools and artificial intelligence , to conduct more efficient, cost-effective, and accurate retrospective reviews. This guidance will help agencies identify regulations that are obsolete, ineffective, excessively burdensome, or contain errors, and also train personnel on using these new tools effectively. Finally, each agency head must submit a detailed plan within two years, outlining their strategy for implementing this guidance and identifying regulations requiring or benefiting from review. Agencies are then required to implement their strategies within 180 days of submitting their plans, ensuring a systematic approach to modernizing regulatory oversight and improving regulatory quality.
