This legislation significantly increases the Dependency and Indemnity Compensation (DIC) paid to eligible surviving spouses of veterans. It amends current law to change the monthly DIC rate from a fixed amount to a more substantial sum, specifically 55 percent of the monthly compensation rate for a veteran with a 100 percent disability rating . This change will take effect six months after the bill's enactment, with a special provision ensuring that survivors of veterans who died before January 1, 1993, receive the greater of their current benefit or the new, increased amount. The bill also expands eligibility for DIC for survivors of veterans who were rated as totally disabled at the time of their death , even if the death was not directly service-connected. It reduces the continuous period of total disability required immediately preceding death from 10 years to five or more years . For cases where the veteran was totally disabled for less than 10 years but at least five years, the payable DIC amount will be prorated based on the duration of that disability period relative to 10 years. This adjustment aims to provide benefits to a broader group of survivors whose veterans experienced significant long-term disability.
