The Healthy SNAP Act of 2025 aims to reform the types of food eligible for purchase under the Supplemental Nutrition Assistance Program (SNAP) by requiring the Secretary to designate specific approved items. It amends the definition of "food" in the Food and Nutrition Act of 2008 to explicitly exclude certain items such as alcoholic beverages, tobacco, soft drinks, candy, ice cream, and prepared desserts like cakes, pies, and cookies. The legislation mandates that the Secretary, within 180 days, establish regulations to define which foods and food products qualify for SNAP benefits. In doing so, the Secretary must consider foods that address nutrient deficiencies in the US population and promote the health of SNAP recipients , based on relevant nutrition science, public health concerns, and cultural eating patterns. The bill also requires ensuring that the fat, sugar, and salt content of designated foods is appropriate. Furthermore, the Secretary is required to conduct a scientific review of the designated foods at least every five years, amending the list as necessary to reflect the most recent scientific knowledge. Prepared meals purchased with SNAP benefits must also align with the nutritional values established by these new regulations. To accommodate diverse populations, State agencies may, with Secretarial approval, substitute nutritionally equivalent foods to support different cultural eating patterns .
