Assuring the Future of Tibet Act of 2026

This bill aims to significantly enhance United States support for the Central Tibetan Administration (CTA) , establishing a policy for the U.S. to affirm its commitment to resolving the dispute between Tibet and the People's Republic of China. It encourages China to address the aspirations of the Tibetan people regarding their distinct historical, cultural, religious, and linguistic identity, and supports their free exercise of internationally recognized human rights, including the right to self-determination. Congress finds that China has reneged on its legal commitment to provide a high degree of regional autonomy to the Tibetan people and has denied their ability to exercise self-determination. The legislation directs the President to instruct the U.S. Permanent Representative to the United Nations to advocate for the CTA's observer status within the UN General Assembly and relevant agencies. Additionally, the Secretary of State is mandated to advocate for the CTA's inclusion in other international bodies, organize like-minded partners for greater recognition, and ensure the CTA has equal access to participate across the UN system. This advocacy is based on the U.S. policy that the CTA represents the continuity of governance for the Tibetan people and is their legitimate representative. To further this policy, the bill requires the Secretary of State or their designee to lead interagency efforts for senior-level engagement with CTA officials, including the Sikyong. It also stipulates that the Sikyong should receive appropriate diplomatic courtesies and security details during U.S. visits, and encourages U.S. allies to engage with the CTA at senior levels. Finally, the bill requires the Secretary of State to submit annual reports for ten years detailing the steps taken to implement these advocacy and engagement provisions, ensuring accountability and continued focus on the bill's objectives.
