Advancing American Wi-Fi Against Foreign Adversaries Act

This legislation mandates the Secretary of Commerce, acting through the Assistant Secretary for Communications and Information, to develop a comprehensive plan within 180 days of enactment. This plan, created in coordination with several federal agencies including the FCC and Department of State, will outline how the United States will advance and advocate for the global adoption of Wi-Fi and other unlicensed technologies . A primary focus is promoting the global harmonization of the 5925-7125 megahertz spectrum band for these technologies, particularly in preparation for the 2027 World Radiocommunication Conference (WRC-27). The bill emphasizes that U.S. leadership in Wi-Fi and unlicensed spectrum is a national priority , contributing significantly to the economy and enabling critical services. It highlights concerns that adversaries, such as the People's Republic of China, are pushing spectrum policies to undermine Wi-Fi technology and force reliance on untrusted infrastructure. The plan must include strategies to counter these efforts by the Chinese Communist Party and other adversaries, and public input will be sought during its development. Following the conclusion of WRC-27, the Assistant Secretary is required to submit a report to Congress detailing the plan's implementation and progress. This report will be unclassified but may include a classified annex, ensuring transparency while protecting sensitive information.
