Constructing the Path to Suicide Prevention Act

This bill mandates the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention, to undertake a comprehensive study. The primary objective of this study is to investigate the specific suicide risk factors faced by construction workers and to understand the cumulative impact of these factors on this population. The study is authorized to consider a wide range of potential risk factors, including employment status , the type of construction work performed, and union membership . It will also examine whether workers had health plan coverage , access to employee assistance programs , and received employment benefits. Individual factors such as demographics , history of substance and alcohol use , bankruptcy or debt , and prior injuries impacting work ability —especially those involving opioid prescriptions—will also be analyzed. Furthermore, the study will consider any history of mental health diagnoses . All information collected during the study must be handled with strict confidentiality, adhering to all applicable Federal and State privacy laws. Not later than three years after the bill's enactment, the Secretary is required to submit a detailed report to specific congressional committees. This report will outline policy recommendations designed to address and mitigate the identified suicide risk factors among construction workers.
