Quantum-GUARD Act of 2026

The Quantum Grid Utility Assurance and Resilient Defense Act of 2026, or the Quantum-GUARD Act of 2026 , aims to bolster the cybersecurity of the nation's electric grid against emerging threats from quantum computing. It specifically requires the Federal Energy Regulatory Commission (FERC) to integrate considerations of cybersecurity risks from quantum computers into its review and modification of reliability standards for the bulk-power system. FERC must also assess the potential of post-quantum cryptography (PQC) in information technology (IT) and operational technology (OT) systems to mitigate these risks and take appropriate action. To further address these challenges, the bill directs the Secretary of Energy to establish a PQC sandbox within one year of enactment. This sandbox will serve as a collaborative program for innovation and development, bringing together stakeholders like bulk-power system operators and IT/OT vendors to advance PQC integration into existing and future electric grid systems. The Secretary is also mandated to publish a report within three years detailing the outcomes and recommendations from these sandbox activities to encourage broader PQC adoption. Additionally, the legislation requires the Secretary of Energy, in consultation with the Electric Reliability Organization, to conduct a comprehensive study on cybersecurity risks to the bulk-power system from quantum computers. This study must identify risks to IT and OT systems, analyze obstacles to transitioning high-value systems to PQC, and develop recommendations for FERC to ensure reliable grid operations. A report on this study, including an unclassified public version, is due to Congress within one year.
