Supporting Our Farm and Food System Workforce Act

This bill establishes the Office of the Farm and Food System Workforce within the Department of Agriculture (USDA) to enhance awareness of and access to USDA programs for farm and food system workers. The Office aims to ensure more inclusive communication and equitable participation in departmental services, providing recommendations and technical assistance to other federal agencies regarding these workers. The Office will be headed by a Farm and Food System Workforce Coordinator , who will serve as a liaison to community organizations and integrate worker perspectives into USDA programs. Key duties include setting goals for worker participation, coordinating disaster response, assessing outreach effectiveness, and identifying research priorities beneficial to these workers. The bill also mandates the termination of the existing Farmworker Coordinator position once the new Office is fully operational and appropriately staffed. To further its mission, the bill creates two crucial bodies: the Farm and Food System Worker Advisory Committee and the Farm and Food System Workforce Interagency Council . The Advisory Committee, comprising workers, civil rights representatives, non-profits, and labor unions, will advise the Office on worker safety, research, education, and job training. The Interagency Council, with representatives from multiple federal departments, will foster cabinet-level leadership and coordination for services available to farm and food system workers. Additionally, the Office will appoint Liaison Officers to various USDA agencies to improve information, awareness, and accountability regarding the needs of farm and food system workers. These officers will develop plans to ensure that agency functions and beneficiaries adequately address this workforce. The bill requires annual reports detailing the Office's activities, worker outcomes, impacts of environmental factors, and recommendations for improving worker livelihoods, with authorized appropriations for fiscal years 2027 through 2031.
