Native Language Educators in Classrooms Act

This bill amends the Head Start Act to establish separate and distinct staff qualification standards for Indian Head Start and Indian Early Head Start programs. It specifically excludes these programs from the general nationwide Head Start teacher credentialing calculations, recognizing their unique needs and educational approaches. For Indian Head Start programs , teachers and teaching assistants in center-based settings must possess at least a Child Development Associate (CDA) credential, an early childhood education certificate from an institution of higher education (including a Tribal college or university), or a State-issued certificate meeting or exceeding CDA requirements. Alternatively, staff can be hired if they provide proof of enrollment in an education program to obtain one of these credentials within two years of hire for the Indian Head Start program. Similarly, for Indian Early Head Start programs , teachers providing direct services must meet comparable qualification standards at the time of hire. This includes holding a CDA credential, an early childhood education certificate from an accredited institution (including Tribal colleges), or a State-issued certificate. The bill also defines "Indian Early Head Start program" to clarify its scope, ensuring these tailored standards support culturally relevant education within Native communities.
