GREEN Hospitals Act

This bill, known as the GREEN Hospitals Act, aims to enhance the resilience and sustainability of healthcare infrastructure across the United States. It amends the Public Health Service Act to authorize substantial grants for the construction or modernization of medical facilities. These grants prioritize projects that increase capacity for essential healthcare, update facilities to be more resilient to climate disasters and public health crises, and ensure continuous access to quality care for communities in need. Priority projects include installing onsite distributed generation with renewable energy, improving air quality systems with high-efficiency heat pumps , and implementing green infrastructure like wetlands and green rooftops. The bill also establishes a new Planning and Evaluation Grant Program , allocating $5 billion, to help eligible entities develop comprehensive sustainability and resiliency plans. These planning grants focus on medical facilities serving vulnerable populations, including those in environmental justice communities , with at least 50 percent of funds directed to such areas. Additionally, the bill includes provisions for fair labor practices, such as Davis-Bacon wage requirements and protections for employees' rights to organize.
