REACH Our Tribes Act

This bill aims to enhance engagement and support for Tribal Governments and entities across federal economic development initiatives. It mandates the Department of Agriculture (USDA) to establish a formal, annual consultation process with Tribal Governments regarding its annual budget requests and proposed reauthorization bills, including farm bills. This process requires at least 30 days' notice for consultations and the development of a mechanism for reporting on issues discussed, Tribal comments, and the Secretary's responses. The consultation scope extends beyond Tribe-specific programs to include any USDA programs impacting Tribal entities. Additionally, the bill requires the USDA and its Office of Tribal Relations to create a plan for analyzing and publicly reporting on funding provided to Tribal entities through eligible programs, aiming to improve assistance and outreach. To further streamline efforts, an interagency task force involving USDA, HUD, and Commerce will review economic development program guidance and develop agreements to reduce administrative burdens for applicants and agencies. Finally, the legislation directs the Secretary of Commerce to establish a working group responsible for developing and maintaining a comprehensive, public repository of all federal economic development programs available to Tribal entities. This repository is intended to reduce administrative burden, improve awareness, and increase the utilization of these programs by Tribal entities. The working group, comprising representatives from multiple federal agencies, will regularly update this resource at least every two years.
