A bill to require the Under Secretary of Defense for Policy and the Chairman of the Joint Chiefs of Staff to submit a strategy for cyber cooperation in the Indo-Pacific region, and for other purposes.

This bill requires the Under Secretary of Defense for Policy and the Chairman of the Joint Chiefs of Staff to develop and implement a comprehensive strategy for cyber cooperation in the Indo-Pacific region. This strategy, to be submitted within 180 days of enactment, must be coordinated with the Commander of the United States Indo-Pacific Command and the Commander of the United States Cyber Command. Its primary goal is to enhance and institutionalize cyber cooperation between the Department of Defense and its allies and partners in the region, covering areas such as defensive and offensive cyberspace operations, secure information sharing, training, and critical infrastructure protection. The strategy must include an identification of current and projected cyber cooperation requirements through 2040, along with an assessment of existing activities, agreements, and capability gaps. It also mandates a strategic review of the cybersecurity capacity and resilience of Indo-Pacific allies and partners, evaluating their participation in U.S. programs and identifying barriers to effective collaboration. Furthermore, the bill requires a plan for funding and resourcing the strategy's implementation, an initial briefing to Congress, and a subsequent report by March 15, 2028, detailing implementation progress, remaining gaps, and any necessary additional resources or authorities. All submissions will be unclassified but may include a classified annex.
