This legislation establishes a Federal working group for recycled plastic content traceability , composed of representatives from various federal agencies, including the Environmental Protection Agency, Federal Trade Commission, and National Institute of Standards and Technology, along with experts from higher education and the National Academy of Sciences. The National Institute of Standards and Technology will lead the development of traceability recommendations, while the EPA and Department of Commerce will jointly lead other duties. The Working Group is mandated to develop comprehensive recommendations to increase the use of post-consumer resin , considering domestic market capacity, economic benefits, and the monitoring of toxic chemicals. Furthermore, it will focus on improving the measurement, traceability, and reporting of recycled plastic content in key sectors by establishing standardized measurements, proposing a federal tracking system to harmonize state requirements, and enhancing trade data clarity. The group will submit annual reports to Congress detailing its activities and recommendations, and will terminate within 10 years of its establishment.
