This legislation requires the National Academies of Sciences, Engineering, and Medicine to conduct a comprehensive study on AI-enabled toys and their impact on children. The study will assess various risks, including physical, mental, emotional, and social injuries, from both AI-enabled toys and artificial intelligence chatbots. It will also examine educational outcomes, the adoption of parental controls, and the legal and ethical boundaries of marketing these products to children, considering whether evidence warrants temporarily suspending their sale. Following the study, the bill mandates that the Federal Trade Commission (FTC) and the Consumer Product Safety Commission (CPSC) develop a joint action plan within two years. This plan must include recommendations for legislative or administrative actions, requirements for disclosing AI integration to consumers, and regulations concerning marketing standards or safety guidelines. It will also explore options for periodic independent review or even temporary or permanent prohibitions on the sale of AI-enabled toys to protect public health and safety, alongside outlining planned consumer and public education initiatives.
