This legislation, titled the PLEDGE Act , establishes specific requirements for patriotic observances within all elementary and secondary schools in the District of Columbia. It mandates that the United States flag be displayed in every classroom throughout the school day and requires students and civilians to stand at attention when the national anthem is played. A central provision is the daily recitation of the Pledge of Allegiance at the beginning of each school day, with students expected to stand with their right hand over their heart while reciting it. While students can be excused from participating in the Pledge, including standing and hand placement, upon a written request from a parent , no student may disrupt or distract others who are reciting it.
