The Protecting Taxpayers' Wallets Act of 2025 mandates federal agencies to charge labor organizations quarterly fees for the use of agency resources and employee time spent on union activities, defined as union time . These fees cover the full cost of a labor representative's hourly rate of pay , including wages, benefits, and payroll taxes, along with the market value of agency resources provided for union use such as office space and equipment. Agency determinations of these values are explicitly not subject to review or collective bargaining, and all collected fees are transferred to the general fund of the Treasury. Failure to pay these fees triggers escalating penalties.
