This bill, known as the "Help Grandfamilies Prevent Child Abuse Act," aims to strengthen protections and support for the millions of children raised by relatives or close family friends outside the formal foster care system. It amends the Child Abuse Prevention and Treatment Act (CAPTA) to better recognize and address the unique circumstances of these kinship families, many of whom are impacted by parental substance misuse. The legislation expands the Advisory Board on Child Abuse and Neglect to include kinship caregivers and relevant organizations, and directs the National Clearinghouse for Information to coordinate with the Grandfamilies & Kinship Support Network for disseminating best practices. Grant procedures for states and other entities are updated to ensure equity for children placed with kin , prioritize kin placement, and support the licensing of kin as foster parents, while also requiring state programs to integrate kinship navigators . Community-based grants are further expanded to specifically support kinship families, providing caregivers with essential training on children's behavioral and mental health, accessing services, and understanding substance use disorders and trauma, thereby strengthening the overall support system for children in kinship care.
