Honoring the Victims of Communist China’s Tyranny Act

This bill mandates the Secretary of State to establish a memorial within two years in International Park , Washington D.C. The memorial's primary purpose is to honor victims of genocide and crimes against humanity committed by the Chinese Communist Party, particularly those who suffered under Xi Jinping's tenure. It also seeks to recognize individuals persecuted in the People's Republic of China for the peaceful exercise of their fundamental human rights, including political and religious beliefs. The memorial will convey a message of solidarity and friendship from the U.S. people to the Chinese people, expressing hope for their eventual enjoyment of liberty. To enhance its impact, the memorial is intended to include educational and interpretive elements such as inscriptions and artwork. These elements will describe specific atrocities, including the genocide of Uyghurs, suppression of Tibetan and Southern Mongolian cultures, and the imprisonment of democracy advocates like Jimmy Lai. The Secretary of State will administer the memorial and may consult with survivors, victims' families, and human rights organizations during its design and construction. Federal funding for design and construction is capped at $500,000 , though private donations can be accepted to support the memorial's establishment and maintenance, with no additional appropriations authorized.
