MERIT Act of 2026

This bill, known as the Minimum Experience Requirements for Intelligence Transition Act of 2026, aims to ensure that individuals serving as Acting Director of National Intelligence possess the necessary qualifications. It mandates that anyone performing the duties of this critical role, even temporarily, must have the same extensive national security expertise required of a permanently appointed Director. To achieve this, the legislation amends Section 102(a) of the National Security Act of 1947. This change extends the existing qualification standards to include those serving in an acting capacity, thereby preventing a potential gap in leadership experience.
