This bill directs the Secretary of Agriculture to submit a comprehensive report to Congress within 180 days, identifying barriers to participation in Department of Agriculture (USDA) programs for certified organic farms and those transitioning to organic production. The report will assess obstacles across various programs, including conservation, credit, disaster assistance, and risk management, aiming to understand why these farms may not be fully utilizing available resources. The study requires detailed data on application and approval rates, funding levels, and specific reasons for non-participation, alongside an analysis of barriers related to program eligibility, payment rates, and application requirements. It also mandates an an assessment of the need for organic-specific training and technical assistance for USDA field staff to improve support for organic producers. Based on these findings, the Secretary must outline planned administrative actions and recommend any necessary statutory changes to Congress. Furthermore, for three years following the initial submission, the Secretary is required to provide annual updates. These updates will detail progress made in removing identified barriers, actions completed or underway, and any remaining challenges or additional recommendations for statutory changes.
