It also mandates an an assessment of the need for organic-specific training and technical assistance for USDA field staff to improve support for organic producers. Based on these findings, the Secretary must outline planned administrative actions and recommend any necessary statutory changes to Congress. Furthermore, for three years following the initial submission, the Secretary is required to provide annual updates. These updates will detail progress made in removing identified barriers, actions completed or underway, and any remaining challenges or additional recommendations for statutory changes.
