State Firearms Dealer Licensing Enhancement Act

This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to create a new federal grant program. This program is designed to assist states and Indian tribal governments in establishing, improving, or evaluating their firearms dealer licensing programs. To be eligible for these competitive grants, applicants must have laws in place that mandate firearms dealers be licensed, complete an application process, and submit to inspections. Such laws must also specify that licenses are valid for a maximum of three years and that non-compliance can lead to license suspension, revocation, or other penalties. The Attorney General will award annual grants, capped at $2,500,000 per fiscal year , to support the development, implementation, and evaluation of these programs. Grant recipients are required to submit annual reports detailing inspections conducted, violations cited, and license actions taken within their jurisdictions. Furthermore, the Attorney General must provide annual reports to Congress and the public, summarizing grant awards, recipient data, and reasons for grant denials. This initiative seeks to bolster state-level oversight and regulation of firearms dealers through financial assistance and accountability measures.
