U.S. Swine Health Improvement Plan Act of 2026

This bill establishes the U.S. Swine Health Improvement Plan , a voluntary certification program for swine diseases, aimed at enhancing biosecurity , traceability , disease surveillance , and preparedness for foreign animal diseases within the swine industry. The Secretary is directed to establish a Federal advisory committee to provide recommendations for the plan's administration. Within one year, the Secretary must finalize a specific proposed rule to formally implement both the plan and the committee, taking into account public comments. To support these efforts, the bill authorizes an appropriation of $4,500,000 annually for fiscal years 2027 through 2031, with funds remaining available until expended.
