Foster Youth Housing Opportunity Act

This bill aims to significantly improve access to stable housing for youth who have experienced foster care by amending Section 477 of the Social Security Act. It expands the scope of independent living services to explicitly include access to housing for youth age 18 or older and allows states to use federal funds for crucial housing supportive services . These services can include financial literacy, rental lease counseling, and assistance with security deposits or utility connection fees, benefiting eligible youth up to 26 years of age. To foster better collaboration, the bill encourages states to partner with public housing agencies that administer federal housing programs for foster youth. Furthermore, it mandates that the Secretaries of Health and Human Services and Housing and Urban Development issue joint guidance within one year. This guidance will clarify federal policies, provide best practices for building partnerships between child welfare agencies and housing authorities, and detail how states can effectively use funds for housing support. A report to Congress within three years will assess outcomes, including homelessness rates and stable housing access for foster youth, and offer recommendations for further improvements.
