BINS Act of 2026

The Building Infrastructure for Nutrient Storage Act of 2026, or BINS Act, seeks to broaden the scope of the Farm Storage Facility Loan Program. It amends the Food, Conservation, and Energy Act of 2008 to explicitly make fertilizer storage facilities eligible for these federal loans. This expansion aims to help farmers finance essential infrastructure for storing various types of fertilizers. The legislation directs the Secretary of Agriculture to update regulations within 180 days to reflect this change. The updated rules must specifically allow loans for dry bins, liquid tanks, anhydrous ammonia pressure vessels, fertilizer blenders, and associated infrastructure such as foundations, electrical systems, and plumbing necessary for the handling of fertilizer products.
