This bill, titled the "State and Local Election Security Act of 2026," seeks to amend the Help America Vote Act of 2002 by establishing a new Title X for Election Security Grants . The program would provide annual payments to states, contingent on their agreement to use the funds to improve the administration of federal elections, including modernizing infrastructure, enhancing efficiency, and preventing or responding to security threats. Funds are specifically prohibited from being used for litigation costs or judgments. States receiving these grants must distribute at least 50 percent of the funds to local election administrators, though this percentage can be adjusted if the state government primarily administers federal elections. Unobligated funds must be returned to the Treasury after five years, with potential for a three-year extension.
