Bureau of Industry and Security License Administration Enhancement Act

The bill also requires the Secretary of Commerce to publish the standards and factors used for licenses subject to a presumption of denial within 90 days, with prior submission to Congress. A significant portion of the bill focuses on strengthening the role of Technical Advisory Committees (TACs) , expanding their duties to advise on global technology supply chains, national security challenges, technical parameters for controls, and the effectiveness of existing policies. The bill mandates specific TACs for critical areas such as computing technologies, biotechnologies, and advanced materials, requiring them to meet regularly and provide annual assessments and recommendations to relevant government agencies and Congress. Finally, the legislation directs the Secretary of Commerce, in consultation with the Secretaries of State, Defense, and Energy, to conduct a comprehensive review of the implementation of an interim final rule concerning advanced computing integrated circuits . This review will assess the rule's effectiveness and its alignment with initial policy intent. A report detailing the findings of this review and any subsequent changes to the rule must be submitted to the appropriate congressional committees within 120 days of the bill's enactment.
